Skills:
• Bachelor’s degree from an accredited college or university in a relevant field (operations management, business preferred).  Master’s degree or other certification is highly desirable. 
• 4-6 years’ expertise with strategic planning and performance management 
• Expertise with data collection, research and analysis. 
• Experience developing, implementing, and/or administering performance management systems and polices. 
Primary Responsibilities:
• Support the development of client’s strategic goals, objectives and performance metrics at an enterprise level. 
• Support the Strategic Planning phase of the Planning, Programming, Budget and Execution (PPBE) cycle in close coordination with stakeholders throughout the lifecycle of the process. 
• Assist in the Planning, to include review of all strategic documentation, past years’ execution records, and additional research to help assess alignment of fiscal year plans with strategic and organizational goals. 
• Support the process of review and prioritization across service lines as part of the planning process. 
• Support the development of outcome-based performance measurements and deliver regular reports to clients and stakeholders. 
• Conduct research on information that impact policy; write position papers and briefings. 
• Perform project management responsibilities, project scheduling, project financials, quality review and client management. 
• Participate in key business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials. 
• Meet or exceed targeted billing hours (utilization). 
• Interview campus and/or other candidates. 
Secondary Responsibilities:
• Bachelor’s degree from an accredited college or university in a relevant field (operations management, business preferred).  Master’s degree or other certification is highly desirable. 
• 4-6 years’ expertise with strategic planning, performance management, briefing and presentation skills. 
• At least 3 years’ federal business consulting experience. 
• Expertise with data collection, research and analysis. 
• Knowledge of principles, applied theory and techniques applicable to organizational performance. 
• Experience developing, implementing, and/or administering performance management systems and polices. 
• Ability to obtain and maintain certain job-related certifications if no job-related advanced degrees. 
• U.S. citizenship may be required. Ability to work in the United States indefinitely required. 
• Travel may be required. 
• Ability to work overtime required on occasion. 
• Coach and mentor junior staff members. 
• Ability to sit in an office environment for long periods of time. 
• Ability to obtain and maintain a security clearance. 
• Ability to communicate clearly in writing and verbally. 
• Ability to obtain and maintain firm independence and abide by firm ethics requirements. 
• Meet or exceed continuing professional education (CPE) requirements.
